Meet the Founder

“I turn chaos into systems, using principles rooted in engineering.”

I’m Dianne Plummer, P.E., CEM, founder of STEM Spark Solutions. My path here started in the energy sector, first as Head of Regulatory Projects at Jamaica Public Service Company, then as an Official Energy Auditor with the DBJ BIGEE Programme. Dual master’s degrees from Aalto University and KTH Royal Institute of Technology, earned on Innoergy Category A scholarships, and a chemical engineering background from UTech Jamaica, gave me the technical foundation to keep asking a harder question — how does this region power itself, and how does it survive the storms that increasingly threaten that power.

Hurricane Melissa changed the scale of what I thought I needed to build. When a single storm can cause damage equal to 41 percent of Jamaica’s 2024 GDP, resilience stops being a nice to have and becomes the whole job. That is what led to SPARK, an AI-powered platform helping communities stay connected and informed through disaster.
